At this point I am more interested in having you try the update I made to Setup.vbs after I asked if you were running with Admin rights.
If that does't work, we continue looking into the Admin rights.

All Vista and Win7 systems have a hidden admin account. Even though you are the only user on your PC, you are not the administrator.
To activate the admin account:
1. Start > Programs > Accessories > Command Prompt (right click and select "Run as Administrator"
2. Type: net user administrator /active:yes
Then next time you log onto the machine, you'll be able to chose between 2 users, yourself and the admin.
Here are some tips for enabling the admin account:

You might be able to right-click on Setup.vbs and select "Run as Administrator" as well. I'm still on XP, so I'm not sure.

Sorry, too many posts coming in too fast. I missed your message on the updated Setup.vbs, but the link you supplied takes me to the Upload page. The right-clicking trick only works for EXE files, not JAR or VBS

I doubt it, but you could uninstall it and retry. Time to log in as admin and try again
