Those learned signals show that the Atlas is sending Cable signals in what is seemingly TV mode. GI Cable is the IR protocol sent by Cable 1376, and the OBCs match the arrow buttons for 1376. Menu matches also.
Please download from the Atlas (make sure that you haven't changed the configuration from when the GI Cable signals were sent in TV mode) and put the RMIR file in the Diagnostics area. Something has to be messed up in the E2 memory.

I made a mistake, when I used learning earlier I accidentally used the cable device key.
Here is the learning capture using the tv device:

All of the obcs are correct comparing to the upgrade. Also the learned codes work correctly on the RCRP05B, but none of the buttons work going directly from the atlas to the tv. This makes no sense to me.

Then probably the Atlas is sending signals which are too strong or too weak compared to the other remotes. Of course, check the batteries in the Atlas. Then try both using it closer to the TV or farther away. If you can't get farther away, try aiming the remote at the ceiling or the floor so that the IR bounces on the way to the TV.
I sit at an angle from the tv about ten feet away. When I get closer to the tv it does work. Is there any way to make the atlas send a stronger signal? I assume not. I'd exchange it at the cable company but I'm afraid they'd replace it with an atlas 1056b03, or is it supported now?
