One 15-2116 JP1 remote won't respond to IR

I have a USB JP1 cable which I just bought from
http://www.diygadget.com/store. I have been using
it with a RadioShack 15-1994 and 15-2116 with no
problem. However, I have another 15-2116 which I
just got off ebay new in the box. This remote
functions fine and controls all the devices just
fine. However, when I try to use IR to download
the contents of this remote, I get the message:

The remote is not acknowledging signals from the
Interface.

What would be the cause of this? I don't see anything
wrong with the JP1 pins. Also, is there anything which
might be done about this, or am I just SOL with this
particular remote?
