Maybe there is a file already exist ?
I don't know if RCA did something different with the webOS sets, but the vast majority of RCA TVs all use the same codeset, so this is probably as good as any:

And there's almost certainly a built-in code in the 1056B03 that works your TV

The remote has a date printed on a board inside :2009 Nov
The TV is made in 2021, the RCA file is as old as 2004.
I used a remote codes manual and checked all listed 20 codes...
of course, the last code 0019 was the only one worked with Power On/Off and some buttons also works (vol+/vol-,mute,last)
I am going to put together some simple IR receiver device (Arduino) to capture codes and will start a new thread if any help needed.
Thank You!

TV/0019 uses NEC1 dev 4, which is mainly an LG code, so I'm guessing RCA did a re-brand with this set. You could see if this upgrade is close:

This RCA TV is using LG's webOS and this file was very useful....just needed play with some button assignment and add few new ones.
Meanwhile, built an Arduino IR receiver, using Arduino Uno with IRremote-4.5.0 library and their example SimpleReceiver.ino file and a TSOP 38138 3 pin IR receiver. Below is the serial monitor output for buttons 0 and 1 :

START D:\RemoteControllers\IRremote-4.5.0\IRremote-4.5.0\examples\SimpleReceiver\SimpleReceiver.ino from Dec 7 2025
Using library version 4.5.0
Ready to receive IR signals of protocols: NEC/NEC2/Onkyo/Apple, Panasonic/Kaseikyo, Denon/Sharp, Sony, RC5, RC6, LG, JVC, Samsung, FAST, Whynter, Lego Power Functions, Bosewave, MagiQuest, Universal Pulse Distance Width, Hash at pin 2
Protocol=NEC Address=0x4, Command=0x10, Raw-Data=0xEF10FB04, 32 bits, LSB first, Gap=210900us, Duration=67150us
Send with: IrSender.sendNEC(0x4, 0x10, <numberOfRepeats>);

Received command 0x10.
Protocol=NEC Address=0x4, Command=0x10, Repeat, Gap=39400us, Duration=11750us

Repeat received. Here you can repeat the same action as before.

Protocol=NEC Address=0x4, Command=0x11, Raw-Data=0xEE11FB04, 32 bits, LSB first, Gap=3276750us, Duration=67050us
Send with: IrSender.sendNEC(0x4, 0x11, <numberOfRepeats>);

Received command 0x11.
Protocol=NEC Address=0x4, Command=0x11, Repeat, Gap=39450us, Duration=11700us

Do you know how to convert hex to decimal?

You captured:
Protocol=NEC Address=0x4, Command=0x10
Protocol=NEC Address=0x4, Command=0x11

0x4 = decimal 4, that's your device code
0x10 = decimal 16, that's the OBC for the 0 button
0x11 = decimal 17, that's the OBC for the 1 button

All of that matches the upgrade file, so you have to do is use the same method to capture any buttons that are on your remote but are not in the upgrade, and then you'll have a complete upgrade for the RCA webOS TV RWOSU6549.

If you're curious about whether there are any other functions that might work on your TV even though there aren't buttons for them on your OEM remote, you can check the other NEC1 dev 4 TV upgrades, but I warn you, there are a LOT of them:
