Well, as long as 1.98beta4 is being mentioned.....
I have beta4 but I can't use it. For me, any entry in device/subdevices on the setup tab disappears when I tab to functions and back. I start RM by either clicking on rmaster.bat or RemoteMaster.jar. The registry entries are visible using regedit.
V1.96 works fine for me.

Of course, I don't know whether the "bug" is in the code or If I've simply done something stupid.
I have beta4 running on two computers, but both are Win XP SP3, with recent JRE. Both computers exhibit the same symptoms, and the behavior seems to be the same for any protocol. I haven't tried all of them, but quite a few. The behavior is the same with multiple remotes.
To install, I unzipped RemoteMaster.1.98beta4.zip into C:\Program Files\RemoteMaster\1.98Beta4, then clicked on setup.bat, clicked on RemoteMaster.jar, and navigated to the RDF and image directories in response to the prompts.
Then, without loading a file, I can enter a device or subdevice number on the setup tab. The line of fixed data does not change as I edit the device number. After tabbing away and back to the setup tab, the device entries have disappeared, and the fixed data remains the values loaded at program startup, or initial selection of a different protocol.
When I load an upgrade file, say Vizio TV Remote.rmdu, the protocol and device are NEC1 device 4, fixed data 00 DF DF, as expected. Editing the device number does not produce different fixed data, and tabbing away and back restores the device number to 4.

I'm having the same problem (same RM version), I want to use protocol NEC1 with device 0 and subdevice 191, I can select it, fixed data doesn't change, and when I come back to the setup tab protocol parameters are lost and back to device 0 and subdevice 49. Same with protocol Panasonic, it seems to hapen with all protocols.
RM v1.98beta5 is now available, with a fix for the protocol parameters.
