OK! So we confirm it can repeat for you and speed is likely causing skips, which makes sense.
To make your testing quicker, you can change the number of repeats right in IR. On the Devices sheet, click Edit, then change 9th byte on the first line, just before A1 A1. If 7 gave you 3, try hex16 which is 22, or try hex20 which is 32 which might give you 10 or so repeats.
On my Panasonic box I also see first Volume display and then the repeats occur a split second later.
