Wow, literally seconds after posting my request, I took another look at the device manager and found in the "Other Devices" section an entry labelled something like "FRxxx USB UART" (sorry, I can't remember the exact name). I tried adding the driver to that. Success!

Keep in mind that the URC-6131nw internally is the same remote as the older URC-6131, and on that remote the CC and AUDIO functions are combined onto the same button.
