Number of rated files

Why dont people vote and rate more on the files they have downloaded and tried? I think this rating system would help to improve upgrades sent in and support better upgrades. Just a thought, just4fn

Lack of time, inclination, or both?

I just look at the number of downloads as a rough gauge (acknowledging that more recently-posted files may not have had enough time to build up an "audience" yet)
