Try it and you'll find out.
The efficiency of use of learning memory varies with
(1) EEPROM size (I don't know off-hand what yours is, but usually they are 2 Kb, with about half allocated to learning;
(2) battery condition (and technique) during the learn (both remotes) - fresh batteries in both and proper learning technique usually result in a more efficient (i.e. compact) learn; and
(3) the specific signal - it may be a one-command or two-command signal;
so there's no definitive answer to your question, BUT...
about 20-25 is the usual maximum number of learned keys most UEI JP1 learning remotes can accept.

Just FYI, there is almost no expertize on the URC-9990 / Mosaic / Director remote here in these forums. This remote was a "one off" that uses completely different technology than any other UEI remote. I don't believe that it uses an EEPROM to store user data either.
The remote has a serial port which was supposed to allow the user to program the remote from their PC, but the guys over at UEI were never able to get it to work.
