I don't know whether the Sagem device mentioned there uses the same commands as the one you want, nor whether the answer given there (SAT/1114) is correct. But both seem fairly likely, which is BAD NEWS for your purpose:
The 15-2116 does not include SAT/1114 nor any setup code even in the same family as those signals. So if that's what your Sagem device uses, then you need a JP1 cable to get your 15-2116 to handle it.
In any case, using a JP1 cable is well worth the minimal cost and far simpler than trying to search for obscure setup codes.
