If you had a cable, creating a new upgrade would be easy. I assume that you are able to learn the buttons successfully.

That's the other issue. I've never been able to get the learn feature to work on the 15-2133. The IR indicator on the remote is supposed to flash twice when a code has been learned. I've read and reread the manufacturer's instructions and have tried it with several different remotes and buttons with no success. Do I just have a bad remote? Is it possible for the remote's IR emitter to work properly yet the IR receptor does not?
Also, if the remote cannot learn properly in standalone mode, would a cable even help?

No. If you can't get the remote to learn, using a cable won't change that.
Read this to make sure you're using the correct procedure to learn:

I will try again and let you know. Since the remote is otherwise working properly, I suppose I could purchase Tommy's IR Widget to be used to learn codes from other remotes? Then use IRtoWav to blast it back to the Remote as I did for the other codes?

Well, I went home for lunch and once again tried the learn routine following your suggested procedure (I also popped in a set of fresh batteries), and I was able to successfully get the KLH DVD remote buttons "learned". I also put in a fresh set of batteries on my Hauppage PVR-350 Silver remote for my MythTV, and I was able to get through about half the buttons, and it stopped learning. Apparently, having extremely fresh batteries is of the utmost importance. By the way, I did try every PVR-350 device file posted in the File Section with no success.
Since I've confirmed the remote is working fully, I plan to go ahead and purchase one of the JP1 cables along with the pogo adapter. Are these the only two items I should need?
Thanks so much for all your assistance. Before this weekend, I had no idea this technology existed or what JP1 even was. This web site is an amazing resource, and I thank you for all the effort you and others have made to make it so great.
Thanks, again.
Best Regards,
dspille

If I remember correctly, the 15-2133 is one of the Kameleons that has the battery contacts attached to the battery cover, so when you have the cover off so you can connect your JP1 cable, there's no way to keep the batteries connected.
One of our former vendors, hovisdirect.com, used to sell an adapter for this but I don't think any of the current vendors offer this adapter.
Here's an archived copy of the old site with pictures:

I believe you are correct about the 15-2133 battery contacts.
After reading your JP1 guide, I'm thinking that what I believed to be a low battery issue with the "learning" may actually instead be a memory-full issue. When I performed my first Wav upgrade yesterday, it likely cleared the memory so it would learn again today (until the memory filled up again).
I'm going to do some more reading tonight and get all this figured out. In the meantime, I will hold off on buying any cables.
Thanks for all your help.

Loading up upgrades via WAV files has not effect on the learning memory. If you want to erase all learned signals (and any keymoves and/or macros that you may have programmed) do a 980-style reset on the remote.
If you want to erase absolutely all post-factory programming (including all the upgrades that you have previously loaded via WAV files) do a 981-style reset.

That is correct, if all you need to do is add an upgrade, there's no need to overlay the complete image.

Still not able to get any of the KLH DVD codes to work. My remote is learning, but the button memory is limited.
Since no vendor is currently making the adapter for the 15-2133, am I better off buying an IR Widget for learning and keep my existing remote? Or should I scrap the 15-2133 and buy a new remote that does work with a JP1 cable?
Decisions, decisions.
Any ideas?
