Where did you get version 5.05? If it's somewhere that I have control over, I will delete it or re-label it. If it's somewhere else, I will ask them to delete it and either replace it with the current version or point to our version.

There are a bunch of obsolete IR files here. http://www.hifi-remote.com/files/tools/ but no link to the current IR file. I can see how gfwill might have thought this was our files section. However I see 5.15 there, not 5.05.
I can't tell you specifically, but I did get it off the site. As I said, I had a tough time finding any version of it.
I do want to thank you for taking the time to help me. I was getting pretty frustrated, but now at least the interface is working. Hopefully, I can make some headway now on the real fun.

I am open to suggestions as to how we can make the software easier to find, as I thought we had all the bases covered.
For starters we have a Software forum where all of the various tools (including IR) have their own sticky thread:

And we have the file section itself, where there's a link to it at the top of every page in the forum, where you'll find the "Tools" folder which is labeled "Folder for JP1 tools and programs".
As a beginner who had trouble finding the tools, you are probably the best person to tell us how we could make it easier.

There's also the Beginners - PLEASE read this thread first sticky thread in the JP1 - Beginners section of the forums. It has links to the latest versions of the tools.

Maybe a slight reformat of the beginners subforum sticky where it links the tools HERE
- move that sticky to the top of the page, as it's probably the most accessed by beginners.
- before the IR, KM, RM, and RDF's bullets,add a bullet saying something like "Tools and datafiles needed:" and indent the 4 links (IR, KM, RM and RDF) as sub-bullets.
- Maybe consider reorganizing all the items bulleted there, by category and/or importance.

Same Guy, New Problem
I believe that I now have the latest files installed, but when I select check interface in the drop down menu get error "Failed to open JP1.x interface". If it makes any difference, the error is the same rather the remote is connected or not, and rather or not the cable is connected to the USB port. Is the cable possibly bad? USB ports look good in Device Manager. What other checks can I perform in this situation?

Although this is work for someone, it would probably be useful for a single ZIP file that has the current versions of IR, RM, Maps, Images, RDF's, KM and the beginners guide.
We could then point people to the single ZIP in a sticky, tell them that this is the single thing that they need to get started.
Of course, someone has to be the "keeper" of that ZIP so that whenever someone releases a new version of something that is in the getting started pack, the pack is updated and reposted.

Due to each tool being on a completely different release timetable, that wouldn't work. Somebody stepped forward a while back and created an "install" program that would install everything, but no sooner than it was released but some tool in it was already out of date.

I'm Back
Sorry to keep bothering you folks, but here is my latest problem. Now when I select check interface response is "remote interface check succeeded", but when I select Download Remote, which believe to be the next step, I get 'no definition file could be found for this remote". I have spent hours searching for a RDF for the URC8820 without success. I have the file RDFs for IR an RM version 1.28, and have them in a subdirectory under ir 1.75. What am I missing?

I don't think that remote is in the standard RDF distribution. you need this:
