Does the Device "Type" matter as far as the signal sent or is it just a label type of thing? The reason I ask as it's what is displayed in the 2116 display window.

It doesn't change the signal sent, but it does have an impact on device upgrades. Different device types have different keys in their key-maps. A function assigned to a key not in the key-map ends up as a keymove, while a function assigned to a key in the key-map is in the device upgrade itself.

Beyond being displayed in the LCD models and affecting which keys require KeyMove vs. having a place in the body of the upgrade, the device type of an upgrade affects very little.

The next most noticed effects are various changes to the behavior of VPT, which often require more KeyMoves to fix after choosing a device type to avoid other keymoves.

I'm not certain whether the type ever changes some of the really obscure rules in special transmission for the Record key or mixing of repeating and not repeating signals in one upgrade, but certainly the normal rule is that device type does not affect the signals sent.
