Using a RS 2116 remote--have created one upgrade, which (along with a few manual keymoves) has resulted in 20 keymoves, and I have 4 Macros (fairly basic).
Problem is, on IR, it's now showing I only have "11 Free" in my Keymoves/Macros memory...while upgrades has "730 free" and learned has "948 free".
At this rate, it doesn't look like I'll be able to do much more!!! Isn't using JP1 supposed to cure the lack of memory problem? What am I doing wrong?

Too many key moves!
In an unextended remote, that's fairly common. There's only room for 30 or so key moves in most JP1 remotes.
Are the majority of your key moves for that one upgrade? Maybe it can be redone using a different device type that offers more default keys.
Another option would be to use an extender which eliminates the learned memory area and reallocates most of that memory to the key move/macro area as well as upgrade space.
