USB-to-Serial Adapter: Error 1121

USB-to-Serial Adapter Error 1121
JP1.2 no problems on serial port of computer but no luck with
USB to Rs232.
JP1 interface used:
JP1.2 Serial Cable from diygadget.com
USB to Rs232 Brand/Make HL USB-RS232
Made in China HL USB-RS232 , bought from ebay HL-340 stamped on Serial plug. Installed driver and System Properties:Device Manager shows -Ports (COM & LPT) :USB-SERIAL CH341 (Com2)
Ran Test and report:
Error 1121: A serial I/0 operation completed because the timeout period expired.
(The IOCTL_SERIAL_XOFF_COUNTER did not reach zero.)
Default port settings or (38400,8,2,0) makes no difference.
Watched the red LED on the remote. It should blink twice at the end of the test (regardless of whether it passes or fails) to indicate the processor has come out of reset.
Blinks twice OK. Do I have to adjust port settings or is it pot luck if USB to Rs232 Brand/Make compatible ?
