Can't program a URC-6131? Why not?

I bought an "off the shelf" 6131 from our local Circuit City for my parents (it's an easy enough remote for them

- I use the 8910-9910 combo around my house). I have the basic JP-1 programming cable and have used it numerous times to program/re-program the 8910/9910 remotes, and noticed that the URC-6131 had the infamous 6-holes (even marked JP1), so I took it apart and soldered in the 6-pin connector, put it back together and figured all was well. But -No! The remote works fine, but when I try to program it woth ir.exe, I get something that says that the "levels are incompatable, try programming with and without the betteries, etc.". Of course, neither of these works, so I guessing something else is up. The cable still works fine programming the 8910/9910, so the cable and system are still OK, so I'm assuming it's something non-standard about this remote. Any ideas? Am I just being stupid here? Any help would be greatly appreciated.

you also need to solder in an eeprom

Yes, I've been cruising the some of the other forums here and noticed that I missed a part -

... Guess I'll have to try to find one. I have some 32K ones handy, but it seems that this guy only wants a 2K version so I'll have to order one. Thanks.

I have plenty of 2k EEPROMs available if you want one, they're $2 each shipped.

I'd like to go ahead and get one for some experimentation I'd like to do. How about posting your paypal account name in one of your marketplace ads. It'd be from account balance.

Remember that what you need is 2K bytes. Normally that is sold as 16K bits.
If you get it from Rob, I'm sure he'll sell you the right part. If you order from ordinary sources you must be careful over whether the size is in bits or bytes.
