Problem with keymoves

Hi, I'm just getting started with this whole JP1 thing and things were going well. I read all the docs I could find and successfully connected my remote ( Atlas DVP/PVR 5 - Device ). I then managed to modify a device upgrade for my Kenwood VR407 and successfully copied it to IR and uploaded it the remote. So far so good. Now I am trying to assign some of the amp functions to the CBL device. This is where I ran into problems, I can't seem to add a valid key move no matter what I try.
I'll detail what I did and maybe somebody can spot what I did wrong.
First I went to the devices tab in IR and found the Kenwood ( setup code 1313 ) then I scrolled down and found the key I had mapped "listen mode" to. The EFC for this function was 242*(Use Hex). So then I went to the Key Move page and added a new Key move. I selected the device as CBL and picked the Page Up key. I then selected to Kenwood device ( 1313) and entered 242 as the key. Then I uploaded this to my remove...and it didn't work.
I then tried everything else I could think of. I entered the EFC in hex F404 ( for 242 ), I tried mapping it to buttons other than Page Up but nothing worked.
So then I tried to reverse engineer this by using the Setup-9-9-4 way of re-assigning keys and it worked. Then when I downloaded from the remote I went back Key Moves page to check out then entry. The EFC for the move was listed as 147 ( hex $4c) which makes no sense to me. I can't even find a function in KM for the Kenwood Vr407 with that value.
Does anyone have any idea what could be going on here? I would really appreciate the help.
PS. I tried just moving a key within one device as well. I moved the power button on the CBL device to the Page Up key also on the CBL device and it didn't work either. It did work though when I did it manually through setup 9-9-4. Once again when I re-downloaded the key move and viewed it in IR the EFC value didn't match the one on the devices page for the power button.
