I've looked at all my sources and couldn't find VisionQuest listed anywhere.
I'd suggest
Try a TV/0032 or TV/0054.
Then do a code search on the remote
And contact VisionQuest and ask for the technical specs on their remote.

Also you might want to borrow a UEI cable remote and do a code search using one of those. The newer cable remotes have more built-in TV codes so you have a better chance of finding a match.

Thanks for taking the time to have a look. I'll try your suggestions tomorrow when I get home.
I will mention that I contacted VisionQuest about this and have not heard from them after several days. Would there be any reason why they would not want to share information about their remote codes? Perhaps the people in customer service at VisionQuest simply don't know? Seems strange that this is so hard to locate.

Some companies actually publish this information on their websites. Getting the information from other companies is like pulling teeth. This is a question for "technical" support, so it may take more time than usual customer service.
A code search *991 might turn up something. Your chances of turning up a working code will improve if you use a UEI remote with a bigger/newer library. The UEI remotes that are used by cable companies have much larger libraries than the older eeprom remotes.
Also you said your OEM remote was broken, but sometimes with fresh batteries one or two of the keys might still work. If you can learn any keys from the OEM remote we might be able to fill in the rest.

Good call on the fresh batteries idea for the old remote... I've managed to get it to work as follows.
I have always used rechargeable NiMh (eneloops) in my remotes which are 1.2v or 2.4v for the pair. This was working in the VisionQuest remote at one time but even freshly charged batteries don't work anymore (that's what caused me to conclude it was broken).
So I tried a set of new alkalines (1.5v x 2 = 3.0v) and I managed to learn a couple of buttons, but not all.
I then decided to use a Lithium Ion 18650 battery that is charged to 4.2v by hooking up some test leads to the remotes battery terminals. Doing this I have been able to confirm that every button gives me a signal I can learn.
Next step is to completely learn all buttons on the remote and report back with the results.
One other thing that I wanted to mention is that this is a TV/DVD combo unit so the remote actually controls two devices. And when it was working I remember that when I press volume up/down while watching a DVD I would see two volume meters on the screen. There was a bar style meter that controls the TV volume and another 1-100 counter that I assume is tied to the DVD volume. Ultimately I think the unit is a POS and I will be happy to just get the TV working with the remote again.

I've never taken it so far as to use higher charged batteries. I've almost always been able to get a key or two to work, at least for a few presses on fresh batteries.

I wonder if those keys send out one code or two. It will be interesting to see your capture and upgrade. I'm really looking forward to seeing your upgrade. When I googled VisionQuest to see if any information was available, all I found was page after page of questions about what code this used, but no answers.

OK... I've managed to learn all buttons and download with rmir.
(sidebar: I noticed that the + side of the battery terminals inside the original remote were very small, slightly recessed springs (the - side is the standard large spring that puts the tension on the batterys to hold them in). It seemed as though it was possible for the + side to not actually make a solid connection to the battery so I grabbed some pliers and stretched out the spring a little. Now, even my original rechargables are working fine again.)
It seems that the VisionQuest remote is using the NEC1 protocol with device 0 and sub device 249. My 15-2104 didn't need anything special aside from a new device containing a few key moves to begin controlling the VisionQuest TV.
As for the dual volume controls I did some testing so that I can report back with the exact behavior...
When watching TV and adjusting volume I get a standard horizontal bar meter on screen. Lets say I leave it at 50% volume and then switch to the built in DVD player. Now when I press volume+ I get the horizontal bar meter increasing but I also get a digital counter (1-100) in the bottom left starting to climb. So I stop when the bar is at ~75% and the counter is at 25. I then hit volume- and I noticed that the counter will hit 0 long before the bar does. Then when I volume+ again they both climb in unison. Very bad design and it makes me wish I didn't buy the damn thing.
So my conclusion is that both the TV and built in DVD player have IR receivers that listen to the same IR commands as opposed to your theory of a sophisticated dual IR functionality in the remote (VisionQuest isn't that sophisticated). Of course, being something of a JP1 novice I may be missing something on how to catch dual IR commands... I assumed learning the buttons and downloading into rmir is all I needed to do.
In any case, many thanks for your help... I now have two working remotes, the original and my 15-2104.

Well you wouldn't have found this with a code search or from any of our upgrades. The only other Nec1 0, 249 codes I found anywhere are for set-top-boxes.
Thanks for sharing your upgrade. I only wish more people would!
