Can I do this?

Can I take my complete configuration as saved in IR (or read from my 6131 remotes), and take it intact into RM or KM in order to just remap the keys onto a new remote (RCA RCRP05B)? If so, how?

If I can't do the entire configuration, and if I can't find my "upgrade files", can I at least pull the devices from the IR configuration and use/import them into RM or KM? If so, how?

You can not import a complete IR configuration into RM/KM and remap it onto a new remote.

Here are the approaches to deal with this, each with their own advantages and disadvantages.
  1. Do a complete and exhaustive search to locate the device upgrade files you used, or to find compatible device upgrades in the file section. If you still can't find them, recreate them in the usual way.
  2. Extract the raw upgrades from IR and import them into RM using the Advanced -> Import Raw Upgrade... as documented in the Readme (also available online here. This will NOT include any keymoves that were created as part of importing the device upgrade into IR. Those will have to be recreated manually.
  3. Open your IR file in RMIR, the go to the Devices tab. Double-click each upgrade in turn and click the Save button to save the automatically imported upgrade as an RMDU file. The saved upgrades will include the keymoves that were created when the device upgrade was loaded into IR.
For setting up your new remote, you also have two choices now.
  1. Use IR as you have done before and copy'n'paste your device ugrades from RM into IR.
  2. Use RMIR to download a starting image from your new remote and add the device upgrades you just saved.

RMIR can open the RMDU file directly, so there is no need to cut'n'paste and will automatically switch the device upgrade to your remote.

The only drawback to using RMIR for your new remote is that it is relatively new and you may run into some glitches where things don't work quite as expected (or at all). We'll do our very best to help you through these and provide any fixes needed, but you should know this up front. We would be really grateful if you tried this approach and help us iron out any issues, but we also understand if this is not something you have the time or inclination to do. Even if you decide to use IR for this process in the short term, I'd like to ask that you consider going through the RMIR process just to help us get it working for future users.
Either way you'll have to recreate your macros and special functions manually in IR or RMIR, as well as assign setup codes to device buttons.

BTW this whole process is on the long term list of things we want RMIR to make even easier.

One (admittedly minor) issue will be that RMIR does not know the ACTUAL FUNCTION names that you assigned to various buttons, and will list them as the corresponding BUTTON names to which they are are assigned. So you may have to re-name some of the functions for completeness in RM.
