When you press a shifted button, the actual keycode of the button (as seen by the remote) changes (the top bit is set, for the techie minded). So if the natural keycode is 0x01 the shifted keycode would be 0x81.
Therefore for macros, rather than including SET and the button, you can just include the shifted button (omitting the SET button altogether)
For the macro that you describe, you are actually including the SET button, you're not including any shifted buttons. So, if you just include one press of SET, you'll still be missing one of the required presses in order to use the number keys for shifted macros.
