I hope some other expert has time to research the NRC17 question. I won't have time to for a while. We don't see it often in JP1 so I guess it doesn't yet have an entry in RM's protocols.ini file.

Meanwhile, I don't understand the other question you seem to be asking about the Grundig, and I can't tell if you're asking anything about those other devices.

Usually its best to have a seperate thread for questions about seperate devices, and provide just information relevent to that device and that problem.

I took some time to create the whole ir learned configs, maybe something is missing (but i did my best)

I wasn't sure if i am allowed to post everything to the forum, and i wasn't sure if i need to post the *.ir or the *.txt or both, so i put the files to my webserver...

Grundig TP720 Remote:
The directory grundig_tv_tp720 contains the files where i have learned the
keys from the remote in three steps because of the low memory of the 9960.
Some keys are mapped curious because i can't use the vol- and some other keys
to learn stuff... Whatever

I've written down the original keys from the original remote in the info field.

Harman Kardon AVR35 RDS Remote:

Now, the big problem i discovered today... When i wanted to relearn the keys from
the original remote, it turns out that the hk remote is broken, most of the keys
aren't working anymore.

I could only learn 4 keys, they can be found in the hk35rds.ir/.txt...

I've learned most of the keys with my old european urc-8060, so the missing
keys may be extracted from the dump hkavr35rds_learned_with_urc8060.*

Mayybe, in the urc8060 config, there are additional informations about the devices
which i use. I think the codes for the harman kardon avr35rds
are available in the european urc-8060, with additional teaching of some keys...

I have just created a KM file that replicates TV/0492, that uses the $00BD protocol, which can be found here: TV-0492.txt

I then learned the signals from a URC-6131 into a URC-8811, and the results can be found here: TV-0492-learned.IR

That confirms what I probably guessed earlier (and forgot) about which bits go where. So here are instructions for whoever adds the KM and RM support for NRC17:

Fixed data bits 6 through 0 are Device bits 0 through 6 (which is LSB shifted over by 1 position).

Fixed data bit 7 is OBC bit 7. Since the OBC can't actually control a fixed data bit in KM or RM, the only way to do that is the way the similar feature is done for RC5.
In RM, that would be a check box for "OBC>127" on the setup sheet, controlling that fixed data bit and preferably mixing into the hex-cmd -> OBC translation process to force the OBC into the right range.

Hex Cmd bits 6 through 0 are OBC bits 0 through 6 (which again is LSB shifted over by 1 position).

Hex Cmd bit 7 must be set (or the result won't be NRC17 protocol).

I have Nokia Mediamaster 210T which uses NRC17. I haven't been able to build a KM file for it. Can I use TV-0492.txt as a base?
