OK, think I got it to work correctly this time.
I replaced the file that was all FF's with the new attempt:
https://www.hifi-remote.com/forums/dload ... le_id=4467

After the 981, only the cable box would respond to the remote, all other programming was gone.

I restored from the download I created with the 2K eeprom + checksum fix and all seems back to normal (tho I still got the 168 error).

This is not a learning remote from what I can tell (there is no "Learn" button). The manual TW provided has little info past the basic setup. It shows you how to enter channels into the F1 & F2 buttons, how to program a master power on/off & a few other tricks.
I was unaware of the 994 capability until I joined here, read about the JP1 interface, noticed it had the socket and started asking questions about it's capabilities.

I had a horrible experience with a Harmony 880 remote (their software was soooooo bad) and stumbled into all of this pounding around looking for alternatives.
Everyone here has been very helpful and from the looks of things, I'll be able to do 99.5% of what I really wanted out of the 880 with this Atlas - all for the price of a $14 cable !!

That last file confirms that your remote really has a 1k EEPROM chip onboard, so I don't know what was going on with the previous downloads.

Here's a fixed version of the 1st file that you posted...

Btw, you won't need the new 2k RDF that I created.
