Device upgrades not working on Atlas OCAP but working on RCA
I have an Atlas OCAP and a RCA RCRP05B. I was able to program five devices into the RCRP05B without any issue. When I do the same thing with the OCAP, two of the devices do not work at all.
I'm using RM 2.02a with the latest RFDs and Maps.
Devices not working: Vizio E500-A1 and Xbox Media Center
Edit: In rmaster.err there are two entries that say "Warning: multiple protocols with PID 00 5A and variantName". And that is the PID for my tv. I don't know how to fix this.

I tried replacing the remote rdf with this Atlas 1056B01 rdf according to this thread. But that didn't help.
RMIR file
Also, the vcr and dvd device keys are stuck on vcr in rmir and ir. I changed the devices on those keys to vcr. The samsung vcr/dvd combo works fine but the xbox media center does not. The op of the thread I linked had the same problem.

The device types for those devices really are set to VCR, so RMIR and IR will reflect that setting of course. If you want to change them, do it in RM, not on the general tab of RMIR or IR.
No idea what's going on with the xbox. Did you do a 981 reset and do a download to start before you added any devices, like the OP in the other thread did to solve his issue?

Your RMIR file looks OK to me for the Vizio. Let's debug a bit. In TV mode, when you press buttons, does the TV button light up? Using a digital (e.g. cell phone) camera, can you see output from the remote?
If not, do a 981 reset and then manually assign setup code 1758. That should control many of the functions of your TV. Does it? Note that after the 981, channel lock will be on, so the digit buttons should go to Cable, and volume should go to TV.

In tv mode the tv lights up as it should for the programmed functions, they just don't work.
I did the 981 reset and assigned the code 1758. The available buttons do not control the tv.
Edit: Also searching through the setup codes using setup 991, none of them turn the tv off. This tv was the main reason I bought the cable.

So do I understand this correctly? The RCRP05B, using the built in 1758, does control the Vizio, but the Atlas, using 1758, doesn't control it?
Is the Atlas really sending IR light? Can you check with a digital camera? Compare it to the RCA or the original remote.
On the other hand, if the only the OEM remote controls the TV, teach some commands to the RCRP05B, and see what the decodes are. You can also use the Atlas to teach its TV IR signals to the RCRP05B, and check if the correct signals are being sent.

That is correct, the RCRP05B has some functionality with the built in 1758 code. The atlas does not. Also the RCRP05B is able to control the tv and xbox with the device upgrades, the atlas does not.

I have the complete device upgrade for the vizio. The atlas used to learn codes, can't get it to work anymore. If it did I could learn the more important codes. I'd really like to get the atlas to work though.

We need to find out if the Atlas is actually sending an IR signal. At the top of the remote, close to the Setup and Power buttons, there are two clear round LEDs. Use the camera to see if these are visible in the camera while the TV red LED is lit. Also, use your RCRP05B as a learner (975) to get the TV signals from the Atlas, download from the RCRP05B into RMIR, and look at the Learned Signals tab. You should see NEC1 device 4 decodes with the same OBCs as are in any of the Visio upgrades.
When you say that the Atlas doesn't learn now, do you mean that learned signals don't control the component, or that the remote doesn't accept 975 commands, or that it doesn't flash twice while learning each signals or what?
If the Atlas does accept 975, and does blink twice on each learned signal, download the Atlas into RMIR, and see how the learned signals decode.

Yes, the leds light up on camera in tv mode:

And this is what I get when I learn a few commands from the atlas with the rca:

I've used the atlas to learn in the past and it has worked. But now when I do setup 975 and hit the key the led flashes repeatedly for about five seconds and then blinks once. No matter what I try it will only blink once after five seconds.
I also tried learning most of the buttons with the rcrp05b and then transferred the learned signal for each button to the atlas in rm. That didn't work.
