Answering my own question
I forgot to mention that I was using IR7.14 -- I tried again using IR 7.15 and that solved the problem.

I'm having a similar problem. I purchased a jp1.2/3 cable from Tommy Tyler. I have a URC 8820 remote and I'm trying to use the A7 extender for it (URC8820ExtA7).

parallel port enabled in the BIOS?
If the parallel port is disabled in the BIOS, IR.exe (6.20) will always generate the "No response from remote" message. If you're consistently seeing this message, it couldn't hurt to check the BIOS to make sure that the parallel port is actually enabled.
