While the URC-2135BC0 does not support Device Specific Macro's directly on the remote it does support it in RMIR if you add these lines to the 680508 (URC-2135BC0) RDF

While not as nice as the 3660 or 3680 the NS-RMT5D21 still is an 8 device remote
For instance From your download of the NS-RMT5D21 set up Dev4 with what you want to control
to activate it make a macro on a key with just Dev4 in it
I myself disable activities and use those keys for my extra devices

If you double click the individual device vol or channel punch thru a drop down box will appear for you to change it
