What type of Hex code representation is this?

So I am a JP1 user and am currently using my JP1 (and Harmonys etc) to operate a device that I design/build/sell. Not sure about the policy so I'll refrain from putting the name of it unless asked. In any case it has a direct (wired IR, xantech, etc) input. At the moment I use my JP1 profile and the IR.exe program to operate it and everything is fine. One of the customers asked me to supply the IR codes and I did, but they wrote back and said they needed them in a format and provided the following Example:
Audio = 00 01 B5 00 54 A0 00 23 00 01 00 00 01 00 00 02 0F FF
This would be the code for the Audio key on a Sony DVD player. But I don't recognize that format or how to create it from what I have, which is basically device Id, Function Id
Can anyone help? How do I read this? And How do I convert the device id and function Id to this format?
