Is there software that will use the IR port on a laptop to read and capture/learn IR codes, or do I have to buy/build a cable to do this?

I haven't tried it but you should be able to do it with this:

As with most things on the computer, it depends if the software supports your particular hardware IR port. You should probably look at your manual to see if they provide any software to support your IR port and to get more details on your IR port. The WinLIRC page says it doesn't support IRDA directly.
