Atlas JP1.2 Menu vs Other

Is there a wide spread need to separate Menu keys from Other keys? I need PIP, Channel, Volume, Transport and Other, but I can't come up with why I'd need to separate Menu from Other, nor can I figure out what goes into each group. So unless I get a breakdown of why we'd need this and what goes where, I'm only doing an O group for the Atlas Day DVR (Jp1.2) remote even though there are plenty of key codes available to make another distinction.
