URC 9910 volume lock question

I have a URC 9910. I had to learn the volume keys for my receiver/home theater system. When I set the volume lock for the receiver, the volume control doesn't pass through. Does anybody know if this is an oversight in design or I haven't set it up properly. If it's an oversight, does somebody have suggestions on getting around this?

VPT punches through to the programmed volume buttons, it can't see the learned signals. So instead of using learning, program a setup code or create an upgrade to work the volume buttons.
