Phillips Learner - repeating command

I have a problem with a Phillips Universal learner PHDV5 remote, teaching from an original Coolsat 4000 remote. All buttons learn fine except the arrow keys that are normally channel up/dn and volume up/dn. When pressed on the Phillips they do a double, ie: 2 channel changes or 2 volume changes.
I've tried learning using just a momentary push from the original but the Phillips won't take that learn. I've programmed a Millenium4 (which plays back the functions correctly) and used that to teach the Phillips but got the same double result. The correct protocol is NEC1/device1/obc's 20,21,22,23. I tried the NEC2 protocol but it seemed to get worse.
I've posted the IR learn file here. The "sat" learn is from the original remote and "cbl" learn is from the Phillips. They both appear identical in the learned signals tab.
L1=up
L2=rt
L3=dn
L4=left
I thought I've read before about improper repeating of commands but can't seem to find any more. Does anyone know why the Phillips does not play the arrow commands correctly?
