How do I Use ToadTog to Cycle around Three States?

I have an original remote with three function modes, CD, radio and cassette, each selected with a button. I want to program my 8811 so that the Select button cycles through these three modes. So this is my first use of ToadTog, right?
I've figured out how to do this using three ToadTog toggles but, it seems to me, that it should be possible using only two. After all, two toggles gives four states and I only need three. Any ideas?

PS How I do it with three toggles:
#0 Select toggles between XShift-Select and Shift-Select.
#1 Shift-Select toggles between CD and cassette.
#2 XShift-Select toggles between Select* and radio.
* Dummy Select throws away extra fourth state with recursion.
PPS Do toggles start off OFF or ON? And of course, do they toggle before or after the buttons get "pushed"?
