Just finished getting all the buttons from the original remote working on my URC-7800 so I thought I would upload the file. Uses the TV/0156 commands. There are no discrete or service menu codes entered.

Is that because none of them worked or because you didn't test them? Most Toshiba sets don't support discrete codes, but at least a sub-selection of the service menu codes should work.
If you didn't test them because you were afraid of what they might do, as long as you avoid the reset code (which is EFC 093) you'll be OK. The service menu codes just bring up different screens where you can make adjustments, so as long as you don't actually make any adjustments you'll be fine. If you do try making adjustments, write down the onscreen code value before you change it so you can manually reset it if needed.
If you bring up a service menu screen and you can't clear it, turn the set off and on and the menu will be cleared.
You can find a list of codes to try here:

Here's the upgrade for my Toshiba set where I have included every additional code that the TV responds to:

Its because I didnt test them. I didnt feel any need for them for my purposes so didnt add them or try them.
As far as the service menu codes its not so much being afraid of messing something up, just not interested in messing with them. I figured at least all the original remote codes are there and if any one uses the file and wants them they can easily enough add them. I mainly wanted it to be a basic file for someone that wants to just load and go without much work.
I used that first link you posted for the codes for mine.

I know what you mean as I had no need for any of the service menu codes either, but in the interest of being a good JP1-er, I tested them all on my set to acurately determine which ones worked and which ones didn't. I also determined which other non-remote codes worked.
It's up to you whether you test any additional codes or not, of course, but it would serve the greater good if you did.
