Question re: setting up a 15-1994........

Picked up a used 1994 on ebay and I'm having trouble figuring out how to operate the sleep function in the native mode (non-extender) for a device without an internal timer.
So my question is would this be the correct procedure.
1) Do a 981 reset.
2) enter and setup the device code (say RCA VCR) on VCR
3) Enable the internal timer for the device is on (P-970 = two blinks)
4) Press device key and then sleep
I've been doing this and on some devices I do not get a blink after I press the sleep mode.
There's either a problem with the remote or I'm doing the procedure incorrectly. I've read some of the old posts here and on RemoteCentral but to no avail since I just can't seem to get the sleep timer in sync with the devices?
Could someone steer me in the right direction.
