Programming a 2117 to operate Dish Network 625

I have a Dish Network 625 with my RF device set to 10 and I am trying to upgrade my 2117 to use it using a file from the file section. Evidently I'm not doing something correct in Keymaster , I've tried seting the unit code to 10 but it doesn't work.

If you're trying to make the 15-2117 work the Dish via it's RF signal, it won't work.

There aren't any remotes that will work, period. There's no such thing as an RF universal remote.
