It seems that this error pops up every so often, particularly in the morning. I have asked my ISP about this and it happens when there is excessive traffic on the server where my database is located (and the traffic isn't necessarily coming from this web site).
In most cases, if you hit the REFRESH button a few times, the page will load.
Bottom line, there's nothing I can do about it as I don't control the servers used by my ISP.

Well, yesterday was certainly a bad one as far as this error is concerned. I was on the phone with tech support for hours trying to solve it.
I may have to move my site to a completely different server to fix it.
