Proposal to develop a standard for common procedures

Here is a file that uses the new Notes feature in IR. It would be nice
to see extenders provided with a .IR file instead of a .txt file.

It seems the usual things a person wants to do when they start using an extender are to implement system setup macros on the device keys, and to implement an All Off macro on the power key. In browsing some user configuration files I have seen this implemented a few different ways. I imagine the experts here could come to a concensus on one preferable way to implement this, and provide it as a template. I'm no expert, but here is my stab at it:

Here is a different way of implementing it that occured to me (to try to save space, and free up [x]shifted-device keys for other tasks), but it doesn't work. Can anyone tell me why?
