Navigator Power Key

Can you program the power key on the Navigator URC-44CXXXB02 to shut off the TV? I am trying to use key mover and although it registers the code it still shuts off the cable box. The 0695 code is an upgrade for a Toshiba Combo TV/DVD. The power function works in VCR mode.
