RMIR originally had no problems reading the factory settings.bin file.
I since added some codes to the various device buttons, and learned a few buttons, and now RMIR can't download the file (either manually opening or clicking the 'download' button).

I had a similar problem when I first started using RMIR to configure my OARUSB04G. Your settings.bin file appears to have a remote signature of 257604 as did mine originally. I went to www.simpleset.com and downloaded a new settings file. That file had a signature of 257601 and works perfectly with RMIR.
I don't know what the problem is with 257604. The RDFs differ only in EEpromsize, Baseaddress, and checksum. I guess any of those wrong could be fatal.
