This is a remote for a 4channel security dvr from Korea/China like most of these things are but just need a protocol for it.

This is {38.3k,704}<1,-1|1,-3>(3000u,-3000u,D:8,S:8,F:8,1,-63m).
If you're seeing decodes of Async, then update DecodeIR.dll to the version in RMIR 2.02a or the standalone DecodeIR V 2.44.

Sorry, I was not clear. DecodeIR in conjunction with IRScope gives us the IRP form of the protocol, but it isn't one that we have cataloged or named, nor do we have (so far as I know) an executor for it. It should be very easy to use the Protocols tab of RMIR to make an executor, but I'm not at home and I don't have any way to test one.

I assume this is for a Slingbox, in which case you'll need an S3C8 protocol.

Btw, the learns for the POWER and '4' buttons were not good enough to get a decode from them.

Hey Rob...thanks for all of your help...this is my first go at all this widget stuff..pretty cool stuff so far. Anyway I hope this is what you need as far as the information you requested. It all looks the same to me but let me know if it doesn't.

The ICT file represents the data from the Widget. It is recorded without reference to to DecodeIR. The display you see in IRScope does use DecodeIR, but the ICT file doesn't contain those decodes. So your second ICT file is the same as the first.
Anyway, Rob's upgrade is missing Power (OBC 42) and the number 4 (OBC 36). Of course you can add these easily.

I see what happened here, the process in IRScope that exports to UEI format mis-interpreted the repeating characters at the end of each of the strings for each of those button, so when I edit the data that comes out of IR, this is what I see...

Seriously, you seem to be just winging it, making no effort to read the documentation. So read Section 6 of that Wiki I pointed you to and then come back with an EXACT description of which bit doesn't make sense.
Later: in your post you said you could see that the Power and '4' were missing. How did you know if there wasn't a blank entry against them ?

You guys are really are the best...sorry there was just so much thrown at me I was getting confused with where and what to do and not screw it up but thank you for keeping me on the correct path!
Very very cool...I have added the two extra buttons assigned the layout and generated the bin file so now I have got my wings and ready to fly!
