NEC1 Device 0 (00 FF FF) - spreading like a cancer?

Some of you may know that there are a number of devices and setup codes using the NEC1 protocol with Device 0 (no Subdevice or Parameter - 00 FF FF).
I think such devices are spreading like a cancer and usually creates contention problems when you have two or more devices (e.g. a DVR and DVD player) which use this protocol and device number.

In my experience they're usually either really cheap devices from China or they're the kind of devices that you don't really expect to use in conjunction with other devices.

But yes, they have been spreading for years. I don't know exactly how a company goes about getting a new device code from companies like NEC, but I suspect that the dev 0 code is a free "test" code that anyone can use.
