I have an old dual channel ChannelPlus D2V FM modulator that I'm looking to repair.  This device takes two devices as input, via composite RCA connectors, and outputs them onto two separate TV channels (in the 65-70 range).
Channel A is working fine but the picture does a lot of rolling on channel B.
I've opened it up and while most of the capacitors, etc look fine, there are 3 really big capacitors (about 1" in diameter) where the tops of 2 of them feel soft and they look like they might have expanded upwards slightly.  (The 3rd one looks and feels solid).
The two suspect caps are THPS 25v 3300uf CE M 85°C 11K
The good one is THPS 16v 6800uf CE M 85°C 11K
The dimensions are 25mm diameter, 25mm high, lead spacing 10mm.

So, my question is, what is the likelihood that these 2 caps are the problem?
