Clashing Protocols and Overriding Combiners

A search did not uncover any ideas on how others have handled conflicts between devices which have warring protocols and dominating Combiners.
The remotes are 15-1994s (VPT only works for CBL on this model, so volume control has to be coded for the other devices).
Protocol Clash:
- The Sony LCD requires Sony 12/15/20 protocol with 2-byte codes because several commands use a mixture of device types under Sony15.
- Two Tivos (one satellite/one OTA) require the Official protocol.
When a Tivo was selected, none of the TV commands (Volume/Mute/Aspect) responded. The KeyMoves were in place for them, but did not work. Setting the TV controls as External Functions did not help either, so assumed the protocols were bashing heads.
Combiner:
Using a combiner seemed like a way out, so set up two sets:
- Tivo Official Unit 1 + Sony 12 Device 1 + Sony 15 Device 64 --> CBL
- Tivo Official Unit 2 + Sony 12 Device 1 + Sony 15 Device 64 --> VCR
There is a combiner for each Tivo BUT only the last protocol loaded into IR will work. CBL and VCR wind up as synonyms of each other, so only one Tivo can be controlled.
Assigned Device
My workaround for the combiners was to define P&P as Sony 12/15, and KeyMove the P&P/TV commands for the Tivos. Everything has worked fine since because P&P/TV was not invoking a protocol.

This solution wastes memory and a device. I want to recover P&P for a more useful purpose than faking out control of the TV when Tivos are selected and would welcome any ideas on:
a) How to have Sony12/15/20 commands execute when a Tivo is selected.
b) How to have two Tivo/Sony Combiners coexist rather than one overwriting the other in IR.
Alternative suggestions on how to configure would also be welcomed.
