Panasonic/0250 power code is hex43 (obc061) and number 4 is hex37 (obc019).
I made an external function in KM and used the hex values as directed:
=tv/0250 power, then in the 3-digit EFC column I wrote $43, I got hex2D instead of $43. $37 gives me hexED instead of $37.
My solution - if no letter-digits in the hex value, use the h syntax such as 43h or 37h and not the $ notation.
Hmmmm. Excel playing tricks on us? Or am I by now totally confused how it all works -- which is more than likely.

KM does not ever (intentionally) recognize the $ hex notation. If you need to enter a hex number somewhere, it should always have the 'h', whether it has letter digits or not. That's the way Rob originally wrote KM, and neither Mark nor I have ever changed it.

Mike, you're totally correct. $ not supported. I should have reread keymap-master-readme.txt where it clearly says

2) In the EFC3/EFC5/OBC column (B), use KM's direct hex code
entry feature to enter the functions hex command.

NOTE: A single-byte hex command MUST be prefixed or suffixed with
"h" (i.e. "h34" or "34h"). Multiple-byte hex commands MUST be
entered with a space between each byte ("00 34", "FF 00", or "AA
BB CC DD" are all valid entries).
