Take a look at http://winlirc.sourceforge.net/
Now, a question for you: Why do you want your computer to control this equipment, when you can easily do it with a JP1 remote?
The reason I ask, is that I have a home automation system running on a PC that can learn IR, transmit IR commands, trigger events based on IR commands received, sense voltage or current, contact closures. It can be triggered by voice commands, DTMF tones from a phone, by sending an email, and on and on.
I used this system for things like sensing whether the TV was on before I sent a power toggle command. Once I learned about discrete IR commands and JP1 remotes and a little selective equipment replacement, I now control everything with a JP1 remote.
I only press one button and it turns on and off the right equipment, sets all the av inputs and can set lighting all. My reliability has gone way up.
