The URC-10820 was made in two models: 10820B00 and 10820N. Both can accept extended function codes using the 994 keymove command, and of course by the JP1 flash interface. The 10820N is newer and has a bigger and better collection of setup codes.

Both 10820 remotes use 5 digit Extended function codes (EFC's). So if you find a 3 digit EFC you must pad the EFC with 2 leading zeros.

10820N is newer than the 15-133 which is newer than the 10820B00. The newer remotes are more likely to have the setup codes which can be modified by using EFCs to do your hacks. Yes, the 15-133 does EFCs.
