URC-1056B01 no SETUP light

I have a black JP1.3 URC-1056B01 universal remote from a cable company.
Want to do a RESET, but can not get the SETUP light to blink by holding it.
Also ONLY the CABLE button lights up when pushed.....jumps to light up the TV button.....then jumps back to CABLE and that is it.
Is this remote dead or maybe fixable?

Are you able to download from the remote using RMIR?
