10181018 URC-39860 R00-14
I ran into this old remote and while it is similar to the urc-39869 b00 and b00-02 except for some button names the other difference is that the fixed data is different.
There are a few old threads that mention a RDF for this remote and i have looked through the forum and have not found it anywhere.
I would imagine i can just edit the RDF from the B00 series and just change the fixed data

I expect that you could create a clone RDF, updating the Fixed Data portion and changing any button labels that might be different. I see that the only difference between the B00 and B00-02 versions is some button labels.
The old fixed data looks like this:
[FixedData]
$0200=$4B,$4E,$53
and it should look like this for your remote:
[FixedData]
$0200=$41,$50,$52
I have started a new RDF for you here:

All I changed in that version was the name of the remote and the fixed data, it's using the B00-02 image and map. You'd have to give me a good image of the remote if you want a new map, and you'd have to tell me which button labels need to change.

here is some pics but they are not that good i will have to try and resize but at least it will give you an idea of its layout
the shift key doubles as the setup key so there is no direct efc input possible with this remote
For the most part i think just using the pic for the boo-02 rdf is fine as is

I might be able to find a useable pic in that set.

After 980 and 981 the Tv symbol button works on stb and dvd but not tv and also just one press usually the record button requires 2 presses so now im not sure either.
also i have not been ably to find a user manual for it,
I assume i need to find the manual for the STB that this would have come from

I assume that the chip inside is the same for all 3 versions, so if we have a user manual for one of the other versions, that should suffice. What I am curious about though is, for a button like MENU, where it's moved position on the new remote, did they also move the keycode spot on the PCB so that it uses the same keycode as before? If they didn't, if they programmed MENU as part of the built in setup codes, it would now appear on the TXT button.
Does this remote support macros? If so, please program a macro with all the buttons listed above, including SETUP and SHIFT, so we can get the keycodes. If it doesn't support macros, does it support keymover? If so, try creating keymoves on each of the buttons that allow it (obviously not SETUP or SHIFT for this).

I does support macros but i am leaving the house soon so i will have to work on it later,
I also have another one of these somewhere. If i can find it i will take pics.
I took it apart because it had some worn out keys and unfortunately cleaning them did not help much

Ok Rob the macros baffled me.
I have never run into this before but maybe you have
I manually did macros on the keys with five 8's as the macro
But as you will see RMIR displays the macro as 8;2;8;2;8;2;8;2;8
Experimenting a bit with the numbers it would appear that the 2
or whatever number i put it at is somehow the speed at which the macro plays back. or it is some how using its built in pause

I see what you did, you programmed the macros ON those buttons, whereas I was just looking for a single macro that INCLUDES those buttons, that way you should be able to include both SHIFT and SETUP in the macro.
But, what you have shown is that the buttons do retain the keycode of the button they replace, so the new MENU is the old EPG, etc
