Charter Remote (URC-1060) Failure

Download from Remote fails, but I was able to use Raw Download to download the 2016.ir file. See attached file: https://www.hifi-remote.com/forums/dload ... e_id=25584

I also noticed there is an RDF file for this remote but maybe this remote is different?
