This is an internal representation of the IrTrans. It is to my knowledge not documented. From your standpoint, it simply lacks essential information. Try to generate a (complete) *.rem file from the tool; that can subsequently be read into IrScrutinizer.
There is a
forum for IrTrans, but it appears to be "pining for the fjords" these days...

This is not a rem file, it is a ired file. However, in another of your threads, I wrote a XSLT transformation that transforms a ired2 file to a rem file.
Here is the current version. Using that, I created a rem file

Unified Remote application work on my mobile phone. For that I must transform the infrared code that I received with the irtrans hexa.

A good guess (but it is exactly that, a
guess) is that your sender does not support that long signals. You should request support for Unified Remote from its manufacturer. It is non-free software, not supported here.
Personally, I would (of course
) recommend
my little toy at least for investigating.

I quickly hacked together an IrScrutinizer
export format for unified remote. To use, just drop in the exportformats.d folder of IrScrutinizer.
Using the previous data, it produces the following
layout.xml file that can be used with unified remote.
