What does the Setup Lock option do in RMIR?

I'm just guessing here, but that's probably a way for the OEM to lock their code onto one of the device buttons. Like, if this remote came with a TV, the company that makes the TV might lock their code onto the TV button so that you can't change it to any other TV code, but you could still use the rest of the device buttons for anything.

Why, you might ask, would an RMIR user want to lock down their own remote? They wouldn't, but they might want to UN-LOCK it if it came to them locked.

Someone on this thread questioned the URC3680 that I just purchased from Walmart. It is branded One For All and seems to be working just fine.

Do you mean ONN brand? I haven't seen OneForAll at Walmart in years.

I found 2 Walmart pages with it definitely surprised but supplies are low

Those are both 3rd party sellers. Check the Sold By on those pages. You'll never find those in any Walmart store. Walmart sells stuff online from 3rd parties like Amazon now. That's very different than what they carry in stores.

Yeah 3rd party seller makes sense im in Walmart practically daily and they do not have much for remotes in store
